If you kind of identify yourself with it, I recommend you talk to every NPC once per in-game week. If that doesn't sound like you at all, you won't find anything of value in this guide. You crave to read every line because it makes the game world feel more alive and reactive to your actions. You check on them every so often to see if they come up with new dialogue as the main plot unfolds. You try talking to them twice or thrice in order to see if their dialogue changes or if they add any lines to their initial dialogue. As with any other RPG, you always talk to every new NPC you encounter.
